Establishing an Edge I: Versatility, Tactics, & Ingenuity
So going into this debate, I realize that in terms of power, especially at first glance; I am at notable disadvantage. Laxus is someone who thrives in debates where the outcome is to defeat your opponent at all costs. However, situations where he is at a perceived disadvantage is where Kakashi operates at his best. As that is where his most powerful asset, his mind, shines:
In fact this is made even more impressive when you consider that in terms of at-the-time-current universe scaling, Kakashi nearly defeated/killed a top tier with two mid tiers and one low mid tier. This tactical ingenuity remains prominent and consistent throughout the series, Kakashi being the character to decipher and break down Obito's Kamui after a few exchanges, eventually allowing Naruto and Co. to actually land blows on him:
Source: Chapter 596: One Single JutsuWhich is notable, since hardly anyone but those who had been around Obito for years had any idea of what his Kamui could do, let alone actually counter it. Hell, one of those people required lengthy preparation and an extensive amount of power to counter it.(Chs.509-10) Due to having Kamui, Kakashi was the perfect person to counter him. This even remains consistent in how Team 7 defeats and seals Kaguya Otsusuki, the most powerful character of the series:
Source: Chapter 689-691A more detailed link is provided here (Ch. 689). Hagoromo Otsusuki even notes Kakashi's leadership and tactical skills. So why am I showing you all this? Well remember how I began this post? In all these instances, Kakashi was a clear power disadvantage or at worst, on par with them in some form or another. Regardless, throughout the series, Kakashi abuses his versatility, combined with exploiting the factors of the battle at hand, as well as his understanding/observation of his opponent to find a way to defeat them.
With Pain he used the environment to conceal himself, clones to distract, and weapons to to take advantage of the timing of his abilities.
With Obito he used Naruto, Guy, and Bee as trial and error to determine how, when and where Obito's Kamui worked and was able to time his own attacks to allow them to land a hit.
With Kaguya he exploited Naruto's clones and his provocative nature, along with Sasuke's jutsu, and Sakura's sheer strength in order to create a combo even she couldn't escape from.
In essence Kakashi is an extremely versatile fighter. He always adapts to his opponents and their abilities using his own in tandem to create avenues to victory. Now that we have a keen understanding of how Kakashi uses his arsenal, let's take a look at that actual arsenal.
Elemental Ninjutsu:
Kakashi's unique (at least in this battle) form of energy & construct generation, manipulation, and output. Including the likes of Earth, Wind, and Lightning, these attacks offer Kakashi a combination of battlefield control, close-mid range offensive options, as well as long range options. The above scans show Kakashi's defensive use of his arsenal, blocking both physical and non-physical attacks. He has even done the same with lightning attacks, Laxus' own form of energy projection,(Ch. 334) being able to cancel it out with his Lightning Blade. So not only can Kakashi's arsenal be used to block Laxus attacks, but he has also been shown to use them offensively as well. (Ch. 15, 420). With his Water Release he can release as a sheer shockwave of water, striking Laxus with its full force, or with his Earth Wall, use it to restrict his movements in a CQC encounter, allowing for a combo.
Lightning Ninjutsu:
Kakashi most famous and used ninjutsu, The Lightning Blade and its variants gained fame due to Kakashi once splitting a bolt of lightning in half seemingly (Ch.114). Regardless Kakashi has shown skill, power and prowess with the technique that has been shown to be able to damage nearly anyone in the series. From impaling them or downright slicing limbs and bodies apart. This will Kakashi's mainly used method of damage output. I know you have your reasons to not put much stock into this due to the nature of Laxus' magic, but I will address that when the time comes.
Kamui:
A powerful Mangekyō Sharingan dōjutsu that creates a unique and specialized form of space–time ninjutsu. It allows the user to achieve two very distinct, yet closely associated feats — teleportation and intangibility. Obito's left eye is able to utilize a long-range version of Kamui, which can transport targets anywhere in the user's line of sight.
Here we can see the power of the left eye, when used it can easily dismember the Gedo Mazou, a mountain scale being, though it should noted that the original target was the head. The target is surrounded with a barrier space, the location and size of which can be specified at will, and when the user concentrates on the target within, the space at the barrier's centre distorts and draws everything within into another dimension.
I just mentioned Kurama's chakra, a noticeable boon that increases one's power.
Not only does it increase the amount one can draw chakra from, Kakashi directly states that increases the potency of attacks by at least three times. However it also directly ties into physical stats as well, namely strength and durability. In reference these two instances come to mind:
Given the size comparison of the individual ninja to the attack its more reasonable to say they took a multi-mountain-island level portion of the attacks. Which even that level should be enough to show that Kakashi will be able to tank Laxus attacks, be it blunt force or energy. As for speed, Kakashi should be just fine here as well, scaling to quad mach speeds by being able to fight and attack on a similar level to Obito, KCM/BM Naruto and 6 Gates Guy, even outpacing them at times with his Kamui:
Source: Chapter 595: The CrackI also mentioned outpacing Obito's own reactions with his own attack speed. Kakashi has shown to be able to do that, as well as the consistency of reacting and fighting on par with them in physical combat. Which is impressive as not only do Naruto and the Bijuu scale massively above being faster than lightning, but Obito before his War Arc upgrade is fast enough to statue and warp explosions that were physically on him. Which is highly impressive, since he had to stop warping Konan and divert to the explosions to save both himself and her. Merely warping her could have killed them both. As noted, his body was already in contact with the explosions as they were going off. But he still warped the vast majority of it away. Which he then did again even faster a chapter later as shown
All in all, this should be enough to show that Kakashi can match and keep pace with Laxus even physically. I won't argue that he'll straight overpower him, since this area isn't Kakashi's strongest suit, but I still believe he can pose a genuine challenge in this area alone. And with Kurama's chakra he is boosted even higher.

Engaging the Debate I: Wrapping Up & What's to Come
So make no mistake, I know Laxus is incredibly powerful, as you'll no doubt show. However I think Kakashi has what it takes to match him and eventually outmatch him. Versatility and strategy is key here. And it is how Kakashi wins all of his fights. He doesn't underestimate his opponents, he takes them and their power for what it is. Which is how I'll be taking you on here. I mentioned earlier why I think Laxus won't be able to simply ignore Kakashi's lightning release. Well even should you be immune to effects lightning may have like paralysis and what not, the piercing power, potency, as well as being a a deeper transformation of energy will allow Kakashi to still harm Laxus. Even should that fail, Kakashi can fall back on everything else in his arsenal, namely Kamui to deal a finishing blow(s) to Laxus and ultimately win this battle.
This post was meant to establish Kakashi's core advantages and skills. More of his power and versatility will be explored as needed. My following post will detail that versatility and just how effective it will be as well as addressing your arguments. i'll go further into detail about Laxus' resistances after you get a chance to present them yourself; I only intend to mention them here for now. I look forward to your post and the actual debating. For now I'll leave the rest to you.

Source: Chapter 423: Tendo's Ability As both Choza and Pain note, Kakashi consistently and constantly goes for traps, diversions, clones, and hit/run tactics until he can determine the nature and extent of his opponents powerset. This is what allows him a leg up on opponents weaker, equal to and more importantly stronger than he is. In fact it nearly allowed him to defeat Pain himself, only failing because the Asura Path was mistakenly believed to be fully non-operational. (Ch. 423).

The size of the barrier can be expanded and contracted as necessary as shown here where Kakashi can make it as small as a nail, expand to encompass a body, or on mountain sized characters like the Tailed Beasts. Should all else fail, this jutsu is what will seal Kakashi's victory. Especially since he has access to Kurama's chakra per our rules, allowing him to spam it without too much strain at first.

Establishing an Edge II: Physicality and Defenses
I just mentioned Kurama's chakra, a noticeable boon that increases one's power.
Not only does it increase the amount one can draw chakra from, Kakashi directly states that increases the potency of attacks by at least three times. However it also directly ties into physical stats as well, namely strength and durability. In reference these two instances come to mind:
Lets start with the rightmost scan; the addition of Kurama's chakra allowed Kakashi to physically harm Obito pretty badly with well placed body shots, which is impressive since Obito was previously shown to tank Rasengans and blows from KCM/BM Naruto with only bruises. Which should speak to him being able to harm Laxus in this match with his blows.
As for the leftmost scan, Kurama's chakra cloak also allowed for the Shinobi Alliance to tank without any harm the Ten-Tails Cataclysm which is a large country busting attack; the phenomena involved in this technique include: earthquakes, floods, thunderstorms, and tornadoes. These concurrent events result in a blast akin to a nuclear explosion, even forming a vast mushroom cloud.
