Lobo should win a solid majority. He has a better and more consistent healing factor. J’ohn’s intangibility is useful, but Lobo has managed to hit other intangible characters in the past, so it shouldn’t be a factor here. As for the Martian’s telepathy, even Lobo’s clones have resisted telepathy more powerful than MMH’s. And while they are close physically Lobo has a slight edge. Really J’ohn’s only useful advantages are his shape shifting and Martian Vision (which is basically a non-factor), but these advantages are outweighed by Lobo’s stats, gear, healing factor, and brutality advantages. It’ll be a close fight for sure, but Lobo will edge him out.

Yes Vril Dox II removed his ability to regenerage a complete self from every drop of blood but its also been discovered lobo exists multi dimensionally and due to this doesnt follow the rules of the universe
Their physical stats are about the same, across the board; they're both on par in terms of regeneration. MMH has more haxx, though TP wouldn't be effective against Post-Crisis Lobo. The Main Man is better equipped and more brutal.

In character, likely Lobo. But a serious or bloodlusted J'onn would win.
Post Crisis Lobo already soloed a JLA team that included Jonn, Guy Gardner, and L'ron (in the body of Despero). He should take MMH in single combat
