Unless Superman reached the Earth while moving on a vehicle or similar method of transportation, I fail to see why the feat wouldn't factor into combat. He was actively trading blows while flying at an incredibly high speed, something that he has done consistently to opponents in fights.

Combat speed is a blanket term for how fast you can fight, react and launch attacks. It should be noted that the second Bizarro Moon he plunged Doomsday in, he blitzed in and out of it multiple times.
What reaction/combat feat dies he have that's above microsecond tier?
Reacting to and blocking a light speed attack after it was fired, Analyzing multiple people's DNA in a nanosecond, blitzing Hal Jordan, blitzing Orion.
His reaction and perception speeds are even faster, and that's the type of speed that translates the most into what H'el is capable of, since he blitzed Superman while not going all out. He was able to analyze the DNA of Smallville citizens within the span of a nanosecond.
That's not a combat applicable feat.
And for what it's worth this is consistent with his blocking a beam of light after it was fired.

That argument only works if the purpose of IT was entirely detached out of combat related purposes. But Kaguya also used it to amass more chakra and it is demonstrably very IC for her to use it for one among another such purpose.

It's because he didn't react/percieve/process nor launch attacks at relativistic speeds. or do anything that would make blitzing him LS.

Throwing punches while flying at rel does not make his combat speed relativistic.
